A transfer agreement, or articulation agreement, is a signed document between two colleges or universities that outlines a partnership to provide a formalized pathway for a student to earn a bachelor degree. The agreement is designed to aid a student in transitioning from one institution to the other. As part of the agreement, application fees are waived when a transfer student applies to a Penn State Commonwealth Campus.
